TOS Admin: Creating Users and Workflows

The TOS Administrator creates users in SecureTrack and SecureChange so that the Rule Lifecycle Management App (RLM) can retrieve and pass information, the App Administrator can configure RLM, and Rule Owners can use RLM to make certification decisions.

In addition, there are workflows that RLM requires to open SecureChange tickets and implement certification decisions.
